Because there is a singleton in the dummy there is no point in partner encouraging or discouraging or giving the count so he must be telling you “what to switch to”.

The ¨3 is saying switch between the lower of the 2 remaining suits (barring trumps and Diamonds) and is demanding a Heart switch. So that you do not get your wires crossed, you must play the king and another Heart to make sure you cash two Heart tricks otherwise there is the danger that partner  might try and switch to your bid suit (Spades) and now declarer could get rid of the other Heart loser on the Spades because of the extremely lucky layout of the Spade suit the 10 becoming high for the declaring side !!
